PE&C was founded in 2006

and provides comprehensive planning, civil engineering, soils investigation and surveying services for both the private and public sector. Our most important founding principle is to understand project goals as defined by our clients. The ability to focus in on critical tasks requires one to be attentive, engaging and committed to helping the design team successfully obtain its objectives. We believe our staff holds these qualities.

One of the most important responsibilities we have to our customers is to ensure that they are aware of our progress by regular and frequent communication via face-to-face meetings, project update reports and/or teleconferences. We make the extra effort to keep the design team up to date on progress, deliverable status and design issues.

Our experienced, highly trained technical staff is able to provide exceptional engineering support through the use of industry leading design software and technologies. PE&C supports the use of Building Information Modeling (BIM) and stands ready to perform within Integrated Project Delivery (IPD) environments. Our clients see the difference. We can proudly say that 75% of our work is with repeat customers.

In 2009, PE&C decided to offer geotechnical engineering services as the next step toward its mission to become an all-inclusive design and management firm. Our abilities in soil and geology investigation help “bridge the gap” between engineering disciplines. This allows for potential cost savings to our clients by providing greater flexibility in solving specific design issues, reducing repetitive efforts and creating smoother transitions between project phases. PE&C is committed to finding responsible, sustainable engineering solutions with cost in mind.

Management - Matthew B. Petroni P.E., Principal

Mr. Petroni graduated from California State University, Long Beach with a Bachelor of Science degree in Civil Engineering with an emphasis in geotechnical engineering. He has accumulated 19 years of construction, land development and engineering design experience through numerous residential tract, industrial park and commercial/retail building developments. Mr. Petroni is responsible for all functions of PE&C.

Mr. Petroni has a strong engineering expertise in hydrology/hydraulic analysis, grading/drainage design, sewer design, sewer rehabilitation and storm water treatment (SWPPP, SUSMP, and WQMP). He also has an in-depth knowledge of retail fuel station construction and design. Over the years, he has been involved with projects for local governments, developers, architects, private club associations and individual homeowners. He has helped guide projects through feasibility, pre-construction and construction by way of project entitlement services, engineering design services, design supervision and construction observation. He has also provided plan checking and inspection services for municipalities in Los Angeles and Riverside County.

Mr. Petroni’s knowledge as a licensed contractor is applied toward his engineering practice and it allows for more economical and constructible designs. His attention to detail is reflected in his improvement plans, which reduce contractor questions during construction and in turn, potentially lower overall development costs. Mr. Petroni has additional experience in survey and mapping, demolition planning and permitting, storm drain master planning and design, roadway and water distribution design.
